Yes, they do. To enter Russia, passport holders of Germany must have a valid Russian visa. As of August 1, 2023, Germans can apply online for an electronic visa to visit Russia for up to 30 days. For longer stays or multiple entries a regular visa issued by a Russian consulate is required.

Standard processing times range from 4 to 20 business days, depending on the completeness of the submitted documents. Typically, single-entry and double-entry visas take 6–10 business days, while multiple-entry visas are processed within 12–14 business days. Express processing is also available: a visa can be issued within 1–2 business days if required.

⚠️ When applying for a business visa using a direct company invitation, expedited processing is not available; in this case, the standard period of 12–14 business days applies.

How much does a Russian visa cost in Germany?

The cost of a visa consists of the consular fee, the visa centre service fee, and the cost of document delivery (€45). Passports are only returned by mail to the client, so payment for return delivery is mandatory.

Please note that when submitting documents directly to the consulate, the service fee is not charged. However, for tourist, business, and private visas, direct submission to the consulate is usually not possible – applicants are referred to a visa centre.

If you plan to visit the Russian Federation for sightseeing or leisure, you will need a tourist visa. The invitation required for this type of visa is issued by licensed tour operators from the federal register, each with their own reference number [1].

Business visa to Russia for German citizens

If a German citizen plans to conduct business negotiations in Russia, look for business partners, sign or extend contracts, or participate in seminars or auctions, they will need a business visa. For this, an invitation is required from a Russian legal entity, which can be issued by the Ministry of Internal Affairs of the Russian Federation (formerly the FMS), the Ministry of Foreign Affairs of Russia, or on the letterhead of the Russian inviting organization.

What is the validity period of a business visa for German citizens?

The maximum validity period for a business visa for German citizens is five years. However, the total continuous or cumulative stay in Russia on a multiple-entry business visa for all EU citizens cannot exceed 90 days in any 180-day period.

Attention! Multiple-entry visas for up to five years are issued to German citizens based on a simplified visa agreement between our countries. To obtain a longer visa, it is necessary to apply consecutively and without long breaks: first, a short-term single or double-entry visa for three months, then a one-year multiple-entry visa, then for two years, followed by three and finally five years. Therefore, without previously used business visas, you cannot immediately apply for a five-year visa.

If a German citizen has not previously had business visas to Russia but requires a business visa for more than three months, it is possible to apply using an invitation from the Ministry of Internal Affairs (electronic) or a Telex. Such official invitations can be issued immediately for a period of 365 days with multiple entries, even if the applicant has never held a Russian business visa before.

Telex is a direct instruction from the Ministry of Foreign Affairs of the Russian Federation to the consulate. When applying, the foreign citizen only needs to provide the Telex number (code). Processing time for Telex for German citizens is also 20–30 business days.

Electronic visa to Russia for German citizens

Electronic Visa is a new type of visa document, allowing foreigners to visit the Russian Federation without obtaining a traditional visa in their passport. No invitation to Russia is required to apply for an e-visa.

Private visa to Russia for German citizens

To visit relatives or friends, German citizens may apply for a private visa. The inviting party must obtain a private invitation in accordance with Russian law. The inviter can be a Russian citizen or a foreigner with a residence permit. However, in practice, a private visa is often less convenient—read here why a private visa is not usually recommended.

Validity period of a private visa

A private visa may be issued as single-entry, double-entry, or multiple-entry. It can be valid from 30 days up to one year, allowing you to stay in Russia for the entire duration of the visa without leaving the country.

Obtaining a private visa by invitation

If a German citizen is invited by a private person residing in Russia, the inviter must contact the Ministry of Internal Affairs of the Russian Federation at their place of residence. 
The invitation is issued on Ministry of Internal Affairs letterhead — in paper or electronic form — with an individual number. The process may take up to 30 days, during which background checks are performed (for criminal records and previous visa or administrative violations). If the German applicant has violated Russian law during previous visits, the invitation may be refused.

Obtaining a private visa based on a close relative’s application

Since September 2021, German citizens who are close relatives of Russian nationals can apply for a one-year multiple-entry private visa, based on a written application by the Russian citizen requesting entry for a close family member.

Attention! Only close relatives are eligible to apply for a multiple-entry private visa.

Close relatives include:

  • parents;
  • spouses;
  • children;
  • children’s spouses;
  • full and half siblings;
  • adoptive parents and adopted children;
  • grandchildren;
  • grandparents.

The application must be submitted by the Russian citizen to the consular office in Germany or through a Russian visa center. If the applicant is in Russia, the original notarized application is required. You must also provide the original or notarized copy of a document confirming the relationship (such as a birth or marriage certificate) that is recognized in Russia.

Important! To obtain a multiple-entry private visa for more than three months, German citizens must also provide a certificate proving they are HIV-negative. This requirement does not apply for spouses, children, or parents of Russian citizens.

Private visa for special cases

In exceptional circumstances, a private visa can be issued without a formal invitation — by decision of the Russian Ambassador or Consul in Germany, upon a written request from the applicant. Such a visa may be granted to a German citizen who needs to urgently visit Russia due to a serious illness or the death of a close relative, or to receive emergency medical care. All grounds must be documented.


How to obtain a private invitation to Russia for German citizens

Our company does not issue private invitations. We generally recommend obtaining a tourist visa or a business visa, since these options are faster and require less paperwork. A private invitation can only be obtained by contacting the Ministry of Internal Affairs of Russia directly at the registration address.


Work visa to Russia for German citizens

To legally work in Russia, a German citizen must obtain a work visa. Do not confuse a work visa with a business visa — only a work visa allows you to be officially employed and receive a salary in Russia. The process of obtaining this type of visa is initiated and managed by the Russian employer, who is responsible for issuing the invitation. The procedure is complex and consists of several stages:

  1. The employer obtains a work permit (done by the inviting company in Russia).
  2. An invitation for the foreign employee is issued, allowing for the obtainment of a work visa valid for 90 days.
  3. Upon arrival in Russia, the foreign national must be registered for migration at the local migration office.
  4. The work visa is then extended for the entire duration of the work permit.
  5. Migration registration for the foreigner is also extended for the full validity of the visa.

The maximum duration of a work visa is three years (for Highly Qualified Specialists—HQS), and, unlike a business visa, a work visa allows continuous stay in Russia for the full period. Work visa holders can have their visas extended without the need to leave Russia.

A Russian visa can be obtained either at the consular institutions of Russia in Germany or through the official Russian visa center.

As of June 2025, the Russian Federation has consular missions operating in two German cities: Berlin and Bonn. The consulates in Hamburg, Leipzig, Munich, and Frankfurt am Main have been closed and are no longer issuing visas since January 1, 2024. Due to the restructuring of consular districts, visa applications should be submitted to the consular section of the embassy in Berlin (serving residents of Leipzig and Hamburg) or to the Consulate General in Bonn (serving residents of Munich and Frankfurt am Main).

The official Russian visa center in Germany is Artionis Germany GmbH. As of June 2025, visa center offices operate in Berlin and Bonn. The offices in Leipzig, Hamburg, Munich, and Frankfurt am Main closed at the end of 2023 following the closure of the respective consulates.
