Do Indian citizens need a visa to Russia?
Yes, they do. To enter Russia, passport holders of India must have a valid Russian visa. As of August 1, 2023, Indian citizens can apply for a single-entry electronic visa, which is valid for 120 days with a maximum stay of 30 days. The e-visa application is submitted online and is typically processed within four calendar days. For longer trips, a multiple-entry tourist visa can be obtained through the consulate.
How can Indian citizens obtain a Russian visa?
Step 1: Get an invitation
To apply for a Russian visa, Indian citizens must prepare the required documents, including a visa invitation to Russia (also referred to as "visa support"), which is the primary document. The type of invitation is determined by the visa category, which includes tourist, business, private, work, or other, depending on the purpose of the visit as declared in the visa application.
For tourism, it is issued by a Russian tour operator or a confirmed hotel. For business purposes, it is issued by the inviting Russian company. In the case of private visits, the invitation is provided by the Russian citizen. If the invitation is from a close relative, it must be notarised. In other cases, private invitations are arranged through the Ministry of Internal Affairs of Russia. In the context of employment or academic pursuits, the documents are prepared by the respective employer or educational institution.
Step 2: Submit your visa application
The submission of documents for a Russian visa may be accomplished in one of the following ways:

Once your visa application has been approved, there are three options for collecting your passport: you can do so in person at the visa center, you can send a representative with a notarized power of attorney, or you can have your passport couriered.

Visa applications are reviewed by the Embassy or the Consulate General of the Russian Federation in India. Standard processing times are 4–20 working days (most often 7–10). For urgent applications, processing takes 1–3 working days (for an additional fee).
How much does a Russian visa cost for Indians?
The total cost of the visa consists of the consular fee, the service fee, and additional services. The visa fee is composed of several components, including the consular fee, which is dependent on the type and duration of the visa; a fixed service fee paid at the visa center; and additional fees for premium services, such as expedited document verification.

Payment at visa centres is accepted exclusively in Indian rupees (INR) and includes both consular and service fees. The e-visa fee can be paid online by bank card (Visa/MasterCard, etc.), and transactions may be in RUB, USD, or EUR, depending on the bank and payment system.
Tourist visa to Russia for Indian citizens
If you plan to visit the Russian Federation for sightseeing or leisure, you will need a tourist visa. Typically, Indian travelers receive a single-entry tourist visa that is valid for the exact dates of their trip (up to 90 days). Indian citizens are also eligible to obtain a multiple-entry tourist visa valid for up to six months (180 days). However, the total stay in Russia on such a visa must not exceed 90 days within any 180-day period, and each visit should not exceed 30 days.
Step-by-step instructions for obtaining a Russian visa
To apply for a tourist visa, Indian citizens must obtain the appropriate visa invitation.
Such an invitation can be obtained from:
- A travel agency listed in the Unified Register of Tour Operators and holding an individual reference number [2];
- A hotel or other accommodation included in the Unified List of Classified Hotels, Ski Slopes, and Beaches.
Invitation for a visa to Russia from a Tour Operator
The format of the invitation is not important, but the document must contain:
- Reference number and name of the travel agency (visa sponsor);
- Passport data of the Indian applicant;
- Purpose of the visit;
- Dates of travel;
- Visa type and the number of permitted entries (single, double, or multiple entry);
- Cities to be visited;
- Places of accommodation (hotel name and address).
Important: Tourist invitations and tourist visas are intended for foreign citizens staying in hotels or rented accommodation (not with a private host such as a relative or friend). A private address cannot be specified in the invitation, as this would require applying for a private visa rather than a tourist visa.
To apply for a tourist invitation for Indian citizens, you must provide additional documents confirming the purpose of your visit (tourism):
- Copy of the Indian citizen's passport;
- Confirmation of hotel booking for the entire period of stay in Russia;
- Airline tickets or other proof of travel plans.

Invitation for a visa to Russia from Hotels or Other Accommodation Facilities
Since 5 March 2023, Indian citizens can obtain a regular tourist visa to the Russian Federation based on confirmed accommodation booking – from a hotel or other facility included in the Unified Register of Classified Properties. This visa can be single- or double-entry for up to three months, or multiple entry for up to six months; however, the visa validity is strictly limited to the period stated in your booking.
Why we do not recommend obtaining an invitation from hotels:
- To apply for a tourist visa, you must provide an official invitation from the hotel, including its registration number, not just a booking confirmation. Many hotels are unwilling or unable to issue this document properly, making the process more complicated.
- Only hotels registered in the relevant register can issue valid invitations for visas – many properties are not accredited, limiting your options.
- Many consulates, including in India, frequently refuse to accept hotel-issued tourist invitations, which makes obtaining a multiple-entry visa through this method almost impossible.
- If you plan to visit multiple cities, you must request an invitation from each hotel and ensure that the invitation dates cover your entire stay without gaps.
- When applying for a visa with a hotel invitation, only the issuing hotel can register your migration with the authorities.
Important: If you apply for a tourist visa based on a booking confirmation for accommodation, the hotel that issued the confirmation will handle your migration registration. If you cancel your booking and do not notify the hotel for Ministry of Internal Affairs registration purposes, your visa may be canceled. You may be subject to administrative penalties for violating stay regulations, including possible refusal of entry to the Russian Federation under Article 27 of Federal Law No. 114-FZ of August 15, 1996, "On the Procedure for Exit from the Russian Federation and Entry into the Russian Federation." Business visa to Russia for Indian citizens
If an Indian citizen plans to conduct business negotiations in Russia, look for business partners, sign or extend contracts, or participate in seminars or auctions, he will need a business visa. For this, an invitation is required from a Russian legal entity, which can be issued by the Ministry of Internal Affairs of the Russian Federation (formerly the FMS), or on the letterhead of the Russian inviting organization.
Types of business invitations to Russia for Indian Citizens
- Electronic invitation from the Ministry of Internal Affairs;
- Direct company invitation from a Russian company.
An electronic invitation is issued by the Department for Migration Issues of the Russian Ministry of Internal Affairs (formerly the Federal Migration Service) on the basis of a request from an accredited inviting organization. This electronic invitation, containing a barcode, is sent in digital form to the consulate specified at the time of application, and the applicant receives a printable copy by email. Only this printed copy is needed for the visa application, as there is no original document. The processing time for electronic invitations for Indian citizens is between 20 and 30 business days and is regulated by the Ministry of Internal Affairs.
A direct company invitation is a letter of request from a Russian organization for granting a visa to an Indian citizen, addressed to the Russian consulate. The applicant receives a paper copy, but the original may be required for submission; processing takes approximately one business day.
A business visa can be single-entry, double-entry, or multiple-entry (up to one year). For multiple-entry visas, the total duration of stay in Russia must not exceed 90 days within any 180-day period. The visa validity period always corresponds to the dates indicated on the invitation, and extension is not permitted within Russia.

The standard processing times for business invitations and visas are as follows:
- An electronic invitation from the Ministry of Internal Affairs is processed within 20–30 business days;

Electronic visa to Russia for Indian citizens
An electronic visa is a new type of visa document, allowing foreigners to visit the Russian Federation without obtaining a traditional visa in their passport. No invitation to Russia is required to apply for an e-visa.
The electronic visa can be used for tourist, business, humanitarian, or private visits, as well as for participation in socio-political, economic, or sporting events. The validity of the electronic visa is 120 days from the date of issue. The maximum stay in Russia allowed with an e-visa is no more than 30 days from the date of entry. Please note that the e-visa is only valid for single entry.

Private visa to Russia for Indian сitizens
A private visa is intended for Indian citizens who plan to visit Russia for personal reasons — such as meeting relatives, friends, or in exceptional circumstances. The inviting party must obtain a private invitation in accordance with Russian law. The inviter can be a Russian citizen or a foreigner with a residence permit. However, in practice, a private visa is often less convenient— read here why a private visa is not usually recommended.
Validity period of a private visa for Indian citizens
A private visa can be:
- Single-entry or double-entry – valid for up to 90 days;
- Multiple-entry – valid for up to one year.
The validity period of the visa strictly corresponds to the dates specified in the invitation and cannot be extended while in Russia.
Who can issue an invitation
The inviting party can be:
- A Russian citizen;
- A foreign citizen with a residence permit in the Russian Federation;
- A legal entity registered in Russia;
- A Russian citizen petitioning for the entry of their close relative, who is an Indian citizen.
If the invitation is issued by an individual, they must submit an application to the local office of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs of the Russian Federation at their place of registration.
Private visa based on a close relative’s application
Since September 2021, Indian citizens who are close relatives of Russian nationals can apply for a one-year multiple-entry private visa, based on a written application by the Russian citizen requesting entry for a close family member.
Close relatives include:
- parents;
- spouses;
- children;
- children’s spouses;
- full and half siblings;
- adoptive parents and adopted children;
- grandchildren;
- grandparents.
The application must be submitted to the Russian consulate in India in person or through a visa centre. If the applicant is already in the Russian Federation, they will need the original notarised application, as well as the original or a certified copy of a document confirming the relationship (for example, a birth or marriage certificate).
To apply for a multiple-entry visa valid for more than 90 days, except for spouses, children, and parents of Russian citizens, a certificate confirming the absence of HIV infection is also required.
Private visa for special cases
In exceptional circumstances, a private visa can be issued without a formal invitation — by decision of the of the Russian Embassy or Consulate in India, upon a written request from the applicant. Such a visa may be granted to an Indian citizen who needs to urgently visit Russia due to a serious illness or the death of a close relative, or to receive emergency medical care. How to obtain a private invitation to Russia for Indian citizens
Our company does not issue private invitations. We generally recommend obtaining a tourist visa or a business visa, since these options are faster and require less paperwork. A private invitation can only be obtained by contacting the Ministry of Internal Affairs of Russia directly at the registration address.
Work visa to Russia for Indian citizens
To work legally in Russia, an Indian citizen must obtain a work visa. Do not confuse a work visa with a business visa — only a work visa allows you to be officially employed and receive a salary in Russia. The process of obtaining this type of visa is initiated and managed by the Russian employer, who is responsible for issuing the invitation. The procedure is complex and consists of several stages:
- The employer obtains a work permit (done by the inviting company in Russia).
- An invitation for the foreign employee is issued, allowing for the obtainment of a work visa valid for 90 days.
- Upon arrival in Russia, the foreign national must be registered for migration at the local migration office.
- The work visa is then extended for the entire duration of the work permit.
- Migration registration for the foreigner is also extended for the full validity of the visa.
The maximum duration of a work visa is three years (for Highly Qualified Specialists—HQS), and, unlike a business visa, a work visa allows continuous stay in Russia for the full period. Work visa holders can have their visas extended without the need to leave Russia.
