Do Lithuanian citizens need a visa for Russia?

Yes, they do. Passport holders of Lithuania must have a valid Russian visa to enter Russia. As of August 1, 2023, the e-visa is available, allowing a stay of up to 30 days to visit Russia for up to 30 days. For longer stays or multiple entries a visa issued by a Russian consulate is required.

How can Lithuanian citizens obtain a visa to Russia?

Step 1. Get an Invitation

To apply for a Russian visa, Lithuanian citizens need to prepare the necessary documents including a visa invitation to Russia, which is the main requirement. The type of invitation depends on the visa category requested (tourist, business, private, work, or other) and the purpose of the visit.

Step 2. Submit your visa application

  1. Through a Visa Center.
    — A convenient and fast method.
    — You can submit documents in person or by post.
  2. Through the Russian Consulate (in Vilnius only).
    — Submission is by appointment only.
    — Limited slots per day — expect long waiting periods.
    — Best suited for urgent or complex cases (e.g., work visas).
  3. Through a visa agency — "full visa service".
    — Agencies assist in obtaining a visa remotely, without applicant's presence at the consulate or visa center.
    — Perfect for applicants who prefer to skip paperwork.

Please be advised that Russian consulates only accept documents by appointment, and the daily quota for submissions is strictly limited. To facilitate the process, consider applyong via a visa center or using the services of specialized visa agencies that assist with remote visa processing, avoiding the need for a personal visit to the consulate.

Visa centers serve as intermediary organizations, working in collaboration with Russian embassies and consulates to facilitate the processing of visas. They are authorized to accept, process, and forward visa application documents to Russian diplomatic missions for consideration, as well as to handle passports with the visas. The decision regarding the issuance or refusal of a visa is solely at the discretion of the Russian consular section.

⚠️ Regardless of the submission method selected, it is recommended that the visa application process be initiated well in advance to avoid any potential delays. Please be advised that applications cannot be submitted to the consulate more than 90 days prior to the planned entry date.

Business visa to Russia for Lithuanian citizens

If a Lithuanian citizen plans to conduct business negotiations, find business partners, sign or extend contracts, or participate in seminars or auctions in Russia, he will need a business visa. In order to proceed, an invitation from a Russian legal entity is required. This invitation can be issued by the Ministry of Internal Affairs of the Russian Federation (formerly the FMS), the Ministry of Foreign Affairs of Russia, or on the letterhead of the Russian inviting organization.

What is the validity period of a business visa for Lithuanian citizens?

The maximum validity period of a business visa for Lithuanian citizens is five years. However, for all EU citizens, the permitted continuous or cumulative stay in Russia on a multiple-entry business visa must not exceed 90 days within any 180-day period.

Attention! Multiple-entry visas for up to five years are issued to Lithuanian citizens citizens based on a simplified visa agreement between our countries. To obtain a longer visa, it is necessary to apply consecutively and without long breaks: first, a short-term single or double-entry visa for three months, then a one-year multiple-entry visa, then for two years, followed by three and finally five years. Therefore, without previously used business visas, you cannot immediately apply for a five-year visa.

If a citizen of Lithuania has not previously had business visas to Russia but requires a business visa for more than three months, it is possible to apply using an invitation from the Ministry of Internal Affairs (electronic) or a Telex. Such official invitations can be issued immediately for a period of 365 days with multiple entries, even if the applicant has never held a Russian business visa before.

Types of of business invitations to Russia for Lithuanian citizens:

  1. Direct company invitation letter;
  2. Electronic invitation from the Ministry of Internal Affairs;
  3. Telex from the Ministry of Foreign Affairs.

A direct company invitation is a letter of request from a Russian organization for granting a visa to a Lithuanian citizen. This invitation can usually be issued within one day.

Invitation from a company for a business visa for Lithuania
An Electronic invitation is issued by the Department for Migration Issues of the Russian Ministry of Internal Affairs (formerly the Federal Migration Service) on the basis of a request from an accredited inviting organization. The invitation contains a barcode and is sent digitally to the specified consulate. The applicant receives a printable copy by email. Only the printed copy is needed for the visa application because there is no original document. The processing time for electronic invitations for Lithuanian citizens is between 20 and 30 business days and is regulated by the Ministry of Internal Affairs.

Telex is a direct instruction from the Ministry of Foreign Affairs of the Russian Federation to the consulate. When applying, the foreign citizen only needs to provide the Telex number (code). Processing time for Telex for Lithuanian citizens is also 20–30 business days.

What is the difference between a Telex and an Electronic invitation?

If a Lithuanian citizen has previously had Russian business visas, we recommend using a company invitation letter:

  • A letter from a company is cheaper than a telex and an electronic invitation from the MIA.
  • It is processed online in five minutes—a copy of the invitation is sent by email immediately after payment.
  • With this type of invitation, it is possible to obtain a visa for a period of two to five years (if there are previous used multiple-entry visas to Russia), while an electronic invitation and a telex allow requesting a visa for a maximum of one year.

Important:

  • Applications for a business visa with a direct company invitation are processed at Russian consulates within 12 business days; urgent processing is not possible.
  • If a multiple-entry visa is requested, Lithuanian citizens must submit the original of the company invitation letter to the consulate. You can order courier delivery of the original invitation to Lithuania.

Here's how to quickly obtain a company invitation letter for a Lithuanian citizen:

  1. Complete an online form.
  2. Pay for your order by credit card on the website.

If the Lithuanian applicant has violated Russian law during previous visits, the invitation may be refused.

Obtaining a private visa based on a close relative’s application

Since September 2021, Lithuanian citizens who are close relatives of Russian nationals can apply for a one-year multiple-entry private visa, based on a written application by the Russian citizen requesting entry for a close family member.

You must also provide the original or notarized copy of a document confirming the relationship (such as a birth or marriage certificate) that is recognized in Russia.

Important! To obtain a multiple-entry private visa for a period longer than three months, Lithuanian citizens must provide an HIV-negative certificate. This requirement does not apply to spouses, children, or parents of Russian citizens.

Private visa for special cases

In exceptional circumstances, a private visa to Russia may be issued without a formal invitation, but based on the decision of the Ambassador or Consul of the Russian Federation in Lithuania, upon a written request from the applicant. A private visa for special cases can be issued to a Lithuanian citizen who needs to urgently visit Russia due to a serious illness or the death of a close relative, or to receive emergency medical care. All grounds must be documented.

How to obtain a private invitation to Russia for Lithuanian citizens

A private invitation can only be obtained by contacting the Ministry of Internal Affairs of Russia directly at the registration address.

Work visa to Russia for Lithuanian citizens

For Lithuanian citizens to work legally in Russia, they need a work visa. It is essential to understand the key differences between a work visa and a business visa. A work visa is the only visa type that allows you to be officially employed and receive a salary in Russia. The Russian employer is responsible for initiating and managing the visa process, and for issuing the invitation. The procedure is complex and consists of several stages::

  1. Obtaining a work permit (handled by the employer).
  2. Obtaining an invitation for an initial 90-day work visa.
  3. Completing the migration registration for the foreign citizen upon their arrival in Russia.
  4. Extending the work visa for the full duration of the employment contract.
  5. Completing migration registration for the entire duration of the extended visa.

The maximum duration of a work visa is three years (for Highly Qualified Specialists—HQS), and, unlike a business visa, a work visa allows continuous stay in Russia for the full period. Work visa holders can have their visas extended without the need to leave Russia.

Our company does not issue work invitations.
