Yes, they do. Since August 1, 2023, an e-visa is available, allowing a stay in the country for up to 30 days without an invitation. For a longer stay, a standard visa processed through a consulate is required.
How can EU citizens obtain a visa to Russia?
Step 1. Obtaining an invitation
Obtaining a Russian visa for EU citizens requires the preparation of specific documents, the most important of which is an official invitation. The type of invitation is determined by the category of the requested visa: tourist, business, private, work, or other, depending on the purpose of the visit.

When applying to Russian consulates, keep in mind that document submission is strictly by prior appointment and in limited quantities. Therefore, when requesting tourist, business, or private visas, it is better to submit documents through a visa center or use the services of specialized agencies that can help EU citizens obtain a visa to Russia remotely, without the applicant's personal presence at the consulate or visa center.
Visa centers are intermediary organizations that cooperate with Russian embassies and consulates. They are authorized to accept, process, and forward visa applications to Russian diplomatic missions, as well as to issue passports with ready visas. At the same time, the final decision on issuing or refusing a visa is made directly by Russian consular offices.
⚠️ Regardless of the chosen submission method, start the visa application process in advance — this will help avoid unforeseen delays. However, you can submit an application to the consulate no earlier than 90 days before your planned entry date.

Processing times for a Russian visa for EU citizens
Visa applications are processed by the staff of the Embassy or Consulate General of the Russian Federation in EU countries. Standard processing times range from 4 to 20 working days and depend on the completeness of the provided documents. Effectively, single and double-entry visas are processed within 6–10 working days, multiple-entry ones — in 12–14 working days. Express processing is available if necessary: a visa can be issued in 1–2 working days.
Please note: when applying for a business visa with a direct letter on company letterhead, expedited processing is not possible; in this case, the standard time of 12–14 working days applies.
How much does a Russian visa cost for EU citizens?
The visa cost consists of the consular fee, the visa center service fee, and the document delivery fee. The passport is usually sent back to the applicant by mail.
Please note that when submitting documents directly to the consulate, no service fee is charged. However, for tourist, business, and private visas, direct submission to the consulate is usually not possible — applicants are directed to a visa center.
The amount of the consular fee depends on:
- Number of entries (single, double, multiple).
- Processing time (standard or urgent).
Important: for urgent processing, the cost usually doubles. For multiple-entry visas, urgent processing is not available in all countries.
The consular fee for EU citizens varies depending on the country of application and the type of visa. Standard tariffs range from €74 to €240, urgent ones — from €147 to €480.
When applying to a visa center, the visa center service fee (usually €25–70) and document delivery (€15–45) are paid additionally.

Tourist visa to Russia for EU citizens
If you plan to visit the Russian Federation for sightseeing and recreation, you need a tourist visa. The invitation for such a visa is issued by tour operators from the federal register with their own reference number [1].
Step-by-step guide to obtaining a visa to Russia
The appearance of such an invitation does not matter, but the document must contain the details and reference number of the travel agency, as well as the passport details of the EU citizen. A tourist invitation must indicate the travel dates and the number of visa entries, as well as the itinerary for the foreign citizen's movements (cities to be visited) and places of residence.

Up to 90 days with single or double entry, or for 180 days with multiple entries (under a multiple-entry tourist visa, the permitted period of stay must not exceed 90 days out of 180).
Business visa to Russia for EU citizens
If an EU citizen plans to hold business negotiations, search for business partners, sign or renew contracts, participate in seminars or auctions in Russia, they need a business visa. This requires an invitation from a Russian legal entity, issued by the Ministry of Internal Affairs of the Russian Federation (formerly FMS) or the Russian Ministry of Foreign Affairs, or on the letterhead of the inviting organization.
For how long is a business visa issued to EU citizens?
The maximum validity period of a business visa for EU citizens is five years. At the same time, the permitted period of continuous or cumulative stay in the Russian Federation under multiple-entry business visas for all EU citizens must not exceed 90 days out of every 180.
If an EU citizen has not previously had business visas to the Russian Federation, and needs a business visa longer than three months, it is necessary to request a visa based on an invitation from the Ministry of Internal Affairs (electronic) or a Telex. Such official invitations are issued immediately for a period of 365 days with multiple entries, even in the complete absence of previous visas to the Russian Federation.
Types of business invitations to Russia for EU citizens:
- letter from a company;
- electronic invitation from the Ministry of Internal Affairs;
- Telex from the Ministry of Foreign Affairs of the Russian Federation.
An invitation on company letterhead is a petition letter from a Russian organization for the issuance of a visa to an EU citizen, addressed to a Russian consular office. Such an invitation is processed in one day.
An electronic invitation is processed at the migration affairs departments of territorial bodies of the Russian Ministry of Internal Affairs (formerly the Federal Migration Service) based on a petition from an accredited organization inviting the foreigner. An electronic invitation with a barcode is sent digitally to the database of the Russian consulate specified at the time of document processing, and the applicant receives a printed form (copy) of the invitation by email. Only a printed copy is needed for visa application, as the original does not exist. Processing times for an electronic invitation for EU citizens are regulated by the MIA and range from 20 to 30 working days.
A Telex is a direct directive from the Russian Ministry of Foreign Affairs to a Russian consular office. In this case, when applying for a visa, it is sufficient for the foreign citizen to provide the Telex number (visa directive number), which the inviting party has communicated to them. Processing times for a Telex for EU citizens also range from 20 to 30 working days.
What is the difference between a Telex and an electronic invitation
If an EU citizen has previously had Russian business visas, we recommend arranging a written invitation from a company:
- A letter from a company is cheaper than a Telex and an electronic MIA invitation.
- Processed online in five minutes — a copy of the invitation is sent by email immediately after payment.
- Using this type of invitation, obtaining a visa is possible for a period of two to five years (if there are previously used multiple-entry visas to Russia), whereas an electronic invitation and a Telex allow you to request a visa for a maximum of one year.
Important:
- Business visa applications based on a company letter are processed in Russian consulates within 12 working days; expedited review of the application is not possible.
- Citizens of some EU countries must provide this type of invitation (on company letterhead) to the consulate in original if a multiple-entry visa is requested. You can order courier delivery of the original invitation from us.

E-visa to Russia for EU citizens
The unified e-visa is a new visa document format that allows foreigners to visit the Russian Federation without obtaining a regular visa (a sticker in the passport). No invitation to Russia is required to issue such a visa.
An e-visa is intended for tourist, business, humanitarian, and guest trips, as well as for participating in socio-political, economic, and sporting events. The validity period of an e-visa is 120 days from the date of its issuance. The permitted stay in Russia is no more than 30 days from the date of entry. An e-visa can only be single-entry.
To obtain an e-visa, EU citizens will only need a personal digital photo, a copy of the passport, and an application form filled out on our website.
Private (guest) visa to Russia for EU citizens
To visit relatives or friends, EU citizens should formally request a private visa. The inviting party must issue a private invitation for the foreigner in accordance with Russian law. The inviting party can be a Russian citizen or a foreigner with a residence permit. However, in practice, things are not so simple: here is why you shouldn't use a private visa.
Validity periods of a private visa for EU citizens
A private visa can be single-entry, double-entry, or multiple-entry. It is issued for a period from 30 days to one year with the possibility of staying in Russia for the entire validity period of the visa without leaving the Russian Federation.
Obtaining a private visa by invitation
If a private individual invites an EU citizen to the Russian Federation, they must apply to the relevant office of the Main Directorate for Migration Affairs of the Russian Ministry of Internal Affairs (GUVM MVD) at their place of registration. If a company extends the invitation, the application is submitted to the GUVM MVD office at the place of the company's accreditation.
The invitation is issued on the MIA's letterhead in a paper or electronic format with an individual number. Processing takes up to 30 days: during this time, checks are carried out to verify the presence or absence of a criminal record, as well as visa and administrative violations. If the EU citizen violated Russian legislation during previous trips, the invitation will be denied.
Obtaining a private visa upon application by a close relative
Since September 2021, EU citizens who are close relatives of Russian citizens can apply for a one-year private visa based on a written application from the Russian citizen regarding the entry of their close relative into Russia.
Who qualifies as a close relative:
- parents;
- spouses;
- children;
- spouses of children;
- full and half-brothers and sisters;
- adoptive parents and adopted children;
- grandchildren;
- grandparents.
The Russian citizen must submit such an application to the consular section of Russia in the EU country personally or through a Russian visa center. If the applicant is in the territory of the Russian Federation, the original notarized application will be required to obtain the visa. It is also necessary to provide the original or a notarized copy of a document confirming close kinship (birth certificate, marriage certificate, etc.) that is recognized as valid in Russia.
Private visa for special cases
In exceptional circumstances, a private visa to Russia can be issued without an invitation — based on a decision by the Ambassador or Consul of the Russian Federation in the EU country following a written request from the foreign citizen. A special case private visa may be issued to an EU citizen who urgently needs to enter Russia due to severe illness or the death of a close relative, or for the purpose of receiving urgent medical care in the Russian Federation. The necessity of urgent entry must be corroborated by documents.

Our company does not arrange private invitations. Furthermore, we recommend a tourist visa or a business visa, as it takes less time. A private invitation must be arranged independently by contacting the GUVM MVD at your registered address.
Work visa to Russia for EU citizens
For an EU citizen to work legally in Russia, they must have a work visa. A work visa should not be confused with a business visa — only with a work visa can you work officially and receive a salary for it. The employer who plans to hire an EU citizen handles the work visa invitation process. This is a complex and lengthy procedure, which includes several stages:
- Obtaining a work permit (this is done by the employing company).
- Obtaining an invitation for a 90-day work visa.
- Registering the foreign citizen for migration tracking upon arrival in Russia.
- Extending the work visa for the entire validity period of the work permit.
- Registering the foreigner for migration tracking for the entire duration of the visa.
The maximum period for which a work visa can be issued is three years (for Highly Qualified Specialists - HQS) and, unlike a business visa, a work visa allows foreigners to stay in Russia for its entire duration. Additionally, renewing a work visa is possible without leaving the country.
